13. The Democratic Solution Process

The democratic solution process would guide citizens to a solution in 4 steps. Throughout these steps, participants would express their voice and make many small decisions or judgements by entering statements and assessing the statements of others. The perspectives, needs, and solution ideas of the citizens would be discovered, helping participants to develop an informed, balanced perspective.

The Federal Council would propose solutions to the people based on the consensus from the statements. If multiple solutions were proposed, citizens would select one by ranking each solution according to their preference. A ranked pairs calculation would be used to determine the solution favored by most participants.

The consensus solution must be approved by a consensus of 60% or more to pass or 66% or more for constitutional amendments. The consensus solution would be reviewed by the judicial branch if needed, resulting in a judicial opinion. Judicial opinions would be cooperative, intended to help citizens make legal governing decisions.
