From our research on collective intelligence, it is clear that the best solution would be large groups of citizens using an effective, truly democratic solution process. Small groups of citizens would be better for managing departments and programs. They could easily schedule time to meet, discuss issues, and share detailed information. Individual experts are best at executing procedures, at actually doing the work of detailed, focused tasks rather than making governing decisions that affect many people.
