Federal Councils in the executive and legislative branches would make administrative decisions for their organization and operations. They would also facilitate the citizens in making governing decisions on their Citizen Governance Website, including providing cost estimates for proposed solutions. They would implement the solutions developed by the people for their area of responsibility.

A Federal Council would typically have 9 members. All members on a council would have an equal vote. A replacement member of a Federal Council would be randomly selected each year from a qualified pool of applicants for that specific council to replace the longest serving member of the council.
